Cleophas "Mike" McAlpin (1971) engaged in training utility workers on how to safely test a high capacity electrical meter. Mr. McAlpin is responsible for writing many test procedures that are still in use today (2006) at the Los Angeles Department of Water and Power. This photo appeared on the back cover of "Intake Magazine", a Los Angeles Department of Water and Power Magazine.
