To:  Carson City Council     (Mrs. McAlpine is a Volunteer Tutor to this Organization)

From:  Mrs. Patricia Kirk-McAlpine, Western Regional Director; Department of Contracts Management , US Department of Defense (DOD)  Mrs. McAlpine's rank is equivalent to a 2-Star General! She supervises well over 5000 employees and has a budget into the billions of dollars! Her office is in Carson, California...What will happen when Mrs. McAlpine meets a failing student, less than a mile from her office in Carson at Curtiss Middle School?( Tyneesha: failing but not for long! )

It is a great privilege for me to write this letter on behalf and in support  of  A Free Tutoring Service “ provided by Mr. Cleophas McAlpin.  Students, free of charge , receive  first class tutoring services from Mr. McAlpin.  This is indeed rare.  Tutoring Agencies, individuals and other tutoring sources charge anywhere from $25 to $45 an hour for the services Mr. McAlpin provides at no cost.  As we know, California student scores are some of the lowest in the nation. Many, many students need the services  provided by “A Free Tutoring Service”.  We must invest in our children and in the future of our Country .  We must start now to provide the support needed to ensure the next generation has the skills to become viable and contributing members of society.  This starts with education.

Mr. Cleophas  McAlpin is doing his part.  He is addressing the urgent need of improving educational skills and reversing failing grades.  His absolute dedication to the children is contagious and just as importantly urgently needed.  We often look at students who are failing and wonder why.  Many, many times they need the extra help that for many of the  children is not available.  They cannot afford to pay for the extra help.  Their parents, often  a single parent,  cannot afford to pay for the extra help they need.   Mr. Cleophas McAlpin has taken on this task.  I hope that the City Council will too.  I strongly encourage this same kind of support for the children from the Carson City Council.  I ask that the Council fully fund this program.

Thank you for your consideration,

Patricia Kirk-McAlpine, Western Regional Director of Contracts Management.
